"Add or Remove Programs" not working!? Need Some Help

The "Add or Remove Programs" portion of WinXP Pro on my
comp is simply not working; it doesn't show anything that
I have installed. The window pops up and has all the
selections on the side (Change or remove programs, add
new programs, add/remove windows components), but nothing
is listed under "Change or remove programs". When I
click on "add new programs", it starts to load that page,
but then give me an error stating "Run a DLL as an App
has encountered a problem and needs to close. We are
sorry for the inconvenience" followed by a request to
send info th MS. Did something not get installed or what?
The "add or remove windows components" portion works fine.

Sorry SFC didn't fix the problem. ;>(

A Google search for "run a dll"+"app has encountered" turned up 33 hits.
But it looks like they are all questions - no answers.

Your next step might be the "in-place upgrade", also known as a "repair
reinstall", as described in this Knowledge Base article:

How to Perform an In-Place Upgrade (Reinstallation) of Windows XP

This will take a couple of hours, after which you will need to visit Windows
Update (as soon as you get your firewall and antivirus back in place) to be
sure you have SP1 and other fixes. But at least you won't have to reinstall
all your applications.

Let us know if you find a better solution. In a newsgroup, we all learn
from each other.
