Place the mp3 files in the web.
Open the page where you want users to download the file from. Create a
hyperlink and point it directly to the mp3 file.
If you want users to be able to save the file and not play them
automatically, instruct them (by putting text in the link) to right-click
the link and click "Save Target As" from the menu (for IE).
