Add change bars to a character or paragraph style? w/o Track

I want to add change bars without using "track changes". So I can manually
apply change bars to selected text.

Probably the easiest method to fake change bars is to add a bar tab to the
line at the appropriate location in the margin.

Note that a bar tab will affect the entire paragraph.
