In Word 2003, one user does not have the format Month day, year. How do I
get that?

You don't say exactly where they have this problem, but the first place to
check is in the Windows Control Panel > Regional Settings.

You can create any format you like. See
http://word.mvps.org/FAQs/TblsFldsFms/DateFields.htm. For a given format to
be offered in Insert | Date and Time (if not already included), it must be
selected as your default short or long date format in Windows | Regional
Options.
