Ad and MSMQ service

When I Want to install Message Queuing service
I receive this message
non valid , cannot create object with error code :
0xC00E0071

I see in AD and I can see the object MSMQ in services
directory.

And When I search in Knowlege base I can see the
"Microsoft Knowledge Base Article - 310526 "
But where I can download this HotFix for create again the
object MSMQ
