AD and GP Problem

Scenario:
I have two DCs. One is a Windows 2000, the other Windows
2003. Three days ago I brought the Windows 2003 server
up, prepared the original DC per Microsoft's directions,
and performed DCPROMO on the New DC. I then transferred
the three FSMOs to the new DC and made it a global
catalogue server.

I now have a problem:
When I open AD Users and Computers and then try to view
the Group Policy of a Container, I receive the following
message which appears in a pop-up window:

"The Domain Controller for Group Policy operations is not
available. You may cancel this operation for this session
or retry using one of the following domain controller
choices:
*The one with the Operations Master Token for the PDC
Emulator
*The one used by the Active Directory Snap-Ins
*Use any available Domain Controller

If I select either choice 2 or 3, I am presented with
access to my GPO and a note that the list is coming from
my original DC.

However, choice 1 results in this message:
"Failed to find a domain controller. There may be a
policy that prevents you from selecting another Domain
Controller. Details: the network path was not found.

Any help is much appreciated.
