AD 2000 and 2003 issue

[Kidem]

I have a Domain with a 2000 PDC and 2003 dc's as well im getting this
error on all 2003 dc's "Automatic certificate enrollment for local
system failed to enroll for one Domain Controller certificate
(0x80070005). Access is denied."

the 2000 boxes are not getting this error!!!

Any ideas

Also i have tried all the ms aritcles on
it...http://support.microsoft.com/kb/903220/?sd=RMVP&fr=1

Also when i try the
certutil –setreg SetupStatus –SETUP_DCOM_SECURITY_UPDATED_FLAG
net stop certsvc
net start certsvc

Get service not installed!!!

But never had this happen in the past!!!
