Acts like option set when it isn't

I'm runin XP pro with SP2 installed

When I delete a file it's totaly deletes, not moved to the recyle bin. The
option in the bin properties to do this is not set. I have tried setting it,
deleteing a file, then clearing it and there's no difference.

Boot to the Recovery Console and delete the RECYCLER folders on your
HDDs from here, using the DEL and RD commands.

Ok I did that whenever I try to do anything with the recycler foler, (cd
recycler, del recycler, rd recycler, cd c:\recylcer) I get an access denied
error. Any ideas?

ah figured it out, insted of using the recovery consel I instucted windows
to show me system files. I deleted the recylcer folder with "my computer" and
then rebooted, and ereka I now have a properly functioning recyling bin.
