ActiveX warning even when ALL security settings are low as possible???

Hello!

My IE6 (running on Win XP Pro SP1) pops up a warning box occasionally
stating "An ActiveX control on this page might be unsafe to interact with
other parts of the page. Do you want to allow this interaction?"... but I
have my security settings as low as possible. I've set every setting in the
security section to "Allow" but I'm still prompted.

Why is this happening and how can I stop it?

Lightweight

I've had bad experiences with Activex controls; you'd be better off
prohibiting all of them (or at least requesting a prompt). Unless you trust
the site absolutely, set your security as high as you can.
