ActiveX Error message when pasting text from Word into Outlook 200

I have a user that gets an error message "Your current security settings
prohibit running ActiveX controls on this page. As a result, the page may not
display correctly." when pasting a section of text from Word 2003 into an
Outlook message 2003. The user is using XP SP1. Is there any way to fix
this? I've looked in Internet Explorer and she has the default Medium
security settings.

The first article doesn't help at all but the second one may help.

I tried the second article and that didn't work either. The message still
comes up.
