ActiveX controls

I get an error message on some incoming emails about security levels not
allowing ActiveX controls to run, therefore the message may not be displayed
correctly. I have set the security level (Tools, Macro, Security) to the
lowest level and restarted Outlook. No different. I am running Outlook 2003.

Odds are you don't want to change Outlook's security settings to allow
active-x content. The reason for this is that there are some types of HTML
messages that use active-x components that can force open whatever bad stuff
it contains by just viewing the message. With that said, you want to go to
Tools | Options | Security tab and change the security for content from
Restricted Zone to Internet Zone.
