ActiveX controls work for one user but not another, please HELP!

I run into this once and a while.
When users go to a website that needs an ActiveX control installed to do a
specific function, they are not prompted to install it.
There is a chance that they were prompted at one point in time, but aren't
on consecutive visits...

I figure out that if I go into (doing the Run As, and logging in as a Domain
Admin) Add and Remove Programs and click Add Program and click on Windowes
Update that I can then go to that same site and often times be prompted to
install the ActiveX control. In the past it seemed like that then it would
work for the user that was having the issue.

I have a user today that I've installed the ActiveX control doing the Run As
process I mentioned above, but when he goes to the site he is not prompted,
nor does the functions of the ActiveX work like they did in the window I
opened.

Any advice on how to force an ActiveX to install?
Can I download the ActiveX Control some other way, say by downloading a file
and installing it?

Any input would be appreciated!!!

If your users don't have local admin rights on their workstations, they
can't install ActiveX controls. If you know the controls they need, you can
log in as a local admin & "pre-install" them, generally by visiting the
websites in question.
