ActiveX controls, Help & Support function, and services.msc

When I try to open a help topic in Windows (for example, from the print
monitor window), I get a message that says "Windows cannot open Help and
Support because a system service is not running. To fix this prolem, start
the service named 'Help and support'."

However, when I try to run services.msc, I am given the ActiveX error
message "Your current security settings prohibit running ActiveX controls on
this page. Etc."

I have reset the security settings in IE, but the problem persists.

result, the page may not display."

Try re-registering the following .dll files
Softpub.dll
Wintrust.dll
Initpki.dll
Urlmon.dll

1. Click Start >Run and type
regsvr32 Softpub.dll
Click okay to register it
You should get a dialog box telling you that it was successful.
2. Repeat the process for the other .dll files.
3. Restart your computer and try the update site again.

If the tips given by TaurArian didn't work out, please try this:

Download the file OLEfix.zip available here (it is a registry file
that origin from MS Support, and it has fixed the ActiveX problem
for several people, getting this problem after installing KB896688):

http://patch-info.de/IE/Downloads/OLEfix.zip

Extract it and double click the contained OLEfix.reg file. Click Yes
on the dialog box that asks you if you are sure to add the information
in OLEfix.reg to the registry.

You may have to reboot your machine afterwards.
