ACTIVE X SETTING PROBLEMS

I cannot get on to some websites. The Explorer alert is............... my current active x settings do not allow running this page. Now here is the problem. Microsoft and other spots say......go into tools-internet options-security and adjust the active x settings. On my tool-internet options.....does not have a security tab......HELP!!!!!!!
