Active x problem after sp 2 installed

A friend of mine installed service pack 2. Now he is getting the following
message when going to the internet, "your security settings do not allow web
sites to use activex controls installed on your computer. This page may not
display correctly." I had him lower his security settings to see if that
would correct it but still the same problem. He can't get to his on line
banking and other pages because they won't display correctly. Any ideas?
Thank you,
Mike

SP2 has tightened security in the Internet Zone a lot. In general this
is good. Where you have a site you can trust (like a bank), go to
Internet Options - Security - highlight Trusted and click Sites. There
enter the URL or the site - eg http://www.somembank.com and click Add.
You will need to have 'secure sites only' unchecked unless all sites are
https:// ones
