Active X Controls

Even if I change my security to low and manually enable
all active x controls, websites such as the Windows
Update say my security settings prevent these controls
 
The message I get is "Your current security settings prohibit running Active X controls on this page. As a result, this page may not display correctly." This is after I made the windows update site and the sites that branch off it trusted sites.
