Active X blocked on local file

I have an html local file with active x script and have not been able to
discover the security settings that will allow it to load without blocking
and messages.

How can I do this?

Tools | Internet Options | Advanced
Scroll down to Security and check the box to
Allow active content to run in files on My Computer.
