Active Directory user admin

Has anyone found an application that allows the creation edit and
deletion of users in AD Just a basic one would do for our helpdesk.
I dont want to give them full access to the domain controller.

If you add them to the "Account Operators" group, they can use Active Directory Users and Computers on their workstations.
