Recently I found numerouse viruses and deleted them all.
However I came upon a situation that windows installer is
no longer in my services app so it can not be turned on
or off and when active directory is opened if i go to any
of the property pages of the users they do not open but
AD says that they are open and will not let me close the
app. So bottom line is i can not install any software
because windows installer is missing and explorer
freezes. checked ram and hardware and everything is ok.
Any ideas would be appreciated.

Deleting viruses does not mean, that you recovered the server. Viruses could
have corrupted numerous dill's in your system, so you could be better off
upgrading existing server (repair) or reinstalling the server.
