Active Directory Problem at Remote sites

i have three locations connected via VSAT with 32 Kbps
Speed, the Head office contains Domain Controller and the
remote site has two Child Domains. when ever i start the
server in remote sites they try to check the connectivity
with Domain controller and in the remote sites when the
clients try to connect to server there is a delay for
connection. my network has slow down after implementing
ADS, earlier in NT 4 it was fine

Note - 32 Kbps is pretty limited ...

Are the 3 locations designated as AD Sites?
- if so, what are the configurations of the Site Links?
Why are the DCs shut down in the first place?

Make sure you have a Global Catalog server and a DNS server at each site.
If these are not there, they will be connecting to the one at the main site.
