active directory error

when i try to create user in active directory after give first name
last name and give password its shows it gives error
"windows cannot create objects ab(0) because directory servise was
unable to alloocate reative id error "

Most probably the server that has the RID role is not online or can not be
contacted.
Find out what domain controller has this role (right click on the domain
name and then click operations masters).
