Active Desktop Wallpaper setting in Group Policy

On the Group Policy for the container on the domain, I
have enabled Active Desktop and set the default Wallpaper
to a web site. It does not work when the user logs on.
I can't even see it being applied through gpresult. Any
help you can offer would be great. I have also tried a
second 2000 server with xp-clients and it did not work
either. I must have missed a setting but it is NOT
the "Enable Active Desktop" setting the in the group
policy.

I found one other setting that overrides the "enable active desktop"
feature.

User Configuration\Administrative Templates\Windows Explorer\Turn on Classic
Shell

If this is Enabled, then the Active Desktop settings will not work.
However, I STILL am not able to get wallpaper to show up, so if you figure
anything else out, please post it.
