Active Desktop and Quick Launch

I was twaeking my 2000 system yesterday, in the Resistry and Services as well as using Tweak UI and I seem to have lost my quick launch bar, Active desktop and the ability to right click on the task bar and get it's properties. Does anybody know which service or key controls this

Launch Tweak UI, click on the IE tab, enable "Shell enhancements".
