Try deleting or renaming wab32.dll. I think it is a leftover from Office XP.

Thanks Gary but file is created 2/11/2006 which is too late for office XP
and system would let me change it.

Here is a quote from a post dated October 21. You may (or not) get
some pointers from it:

tmfromer said:
For all you guys with the "big red x" problem [unable to create new
contacts, import, export, etc.], I bet you installed (as I did too)
Outlook 2000 on Vista. And, to get it to work you copied wab32res.dll
and wab32.dll to C:\Windows\System32 (from C:\Program Files\Common
Files\System).

The only problem is that a Vista update in June updated these files in
C:\Program Files\Common Files\System, Windows Contacts still sees the
OLD versions, thus causing the problem.

I have given up on using Outlook 2000 and have resigned to using
Contacts, so I simply deleted wab32res.dll and wab32.dll from
C:\Windows\System32.

I rebooted and now Windows Contacts is working great!

These files are not in system 32 but in file X86. After finally working out
how to get permission to delete two there were several in the same file they
they reappeared again and the ones deleted can't get permission to restore
from the RB. Not sure it is the same problem but one thing I have found
out is that the computer is in the control of some onecalled trustworthy
installer. He doesn't live here!

It was worth a try. so thanks. However would not recomend deleting those
files because they affect the operation of contacts I don't get the error
sign on action send mail now but neither get any attempt to send so think
the wab32 file I deleted was linked to that function.
