Acrobat Reader Loads EXE files

Alright here is the problem.
Customer brings in there computer, older pII running xp and they want
a virus removal..ok simple enough.

Booted up windows in safe mode and attempted to open regedit and it
loaded acrobat reader. funny. attempted to open msconfig and the
same thing. ok well maybe those files are jacked so I attempted to
install reglite, it loaded acrobat reader. windows explorer loads
fine and a good bit of executables load fine. I tried replacing
rundll.exe and still didnt help. Ran ntfs virus scan at boot and it
found a nachi worm and deleted the cases of it, but still no
improvement. File associatiations dont allow Executables to be
changed so what am I missing that is corrupt here? Soft install of
windows is my last option on this I HATE problems that *can't* be
fixed.
