Ack! Help with Services Disabled!

Ok... while trying to troubleshoot my IE slowness in XP Pro, I used a
utility (Microsoft) that someone recommended to stop services from
starting up.

Well, now I want to re-enable them but I can't remember what the
utility was called! Anyone know what it is?

Try C:\WINDOWS\system32\services.msc

Any advise given is my attempt to show appreciation for all
the excellent help I've received here but I'm no MVP so it
may only apply NUGS (Normally, Usually, Generally, Sometimes :)
 
You should be able to go to control panel->administrative tools->services
and choose which services you need and their startup type. Running Msconfig
may help also.

Not knocking anyone's suggestions, but I read that using Msconfig to enable
and disable services is bad and doesn't work well. So just use the control
panel->administrative
