What do you mean with "administration group file"? If you mean the
workgroup information file (*.mdw), then BY FAR the easiest way to
work with it is the full version of Access. Only one user needs to
have this full version.
If you want to do it the hard way, look into the Workspace object,
CreateUser and other related functions. A2007 poses additional
challenges.
