Acess Administrator/Administrator

I need to acess and work in Administrator/Administrator
account in order to delete an old program so that I can
install the latest version. When I try to acess the
account i get a message"Unable to log you on because of
an account restriction." The account is not password
protected. HELP!!!! Thanx
