Account Ops Cant Unlock Other Acct Ops

We are having a problem with members of our account
operators group being unable to unlock the accounts of
other Account Operators. Is there a way to grant this
privilage? I have tried to delegate authority according to
Q294952 but that didnt work. Any other ideas? Thanksin
advance.
