How can I has this type of group and this type of access
in Stand-Alone server.

You can't. It is a built-in domain-based group that doesn't exist on
stand-alone servers.

What is it you wish to accomplish on the stand-alone server?

Natively you can't.

You could buy software that will do it for you but all that does is proxy the
requests through an admin ID and you have to use custom clients or web sites to
do the management.
