Account Operators can not manage some users

We have two Account Operators and they can manage all
users except 4 or 5 users, this 4 or 5 users are a normal
users, not include into the security groups.

Check the security properties of those user accounts to see if the account operators
group is listed as having full control for those users, and if not you can add the
group in. --- Steve
