Account has been locked out

I recently inherited responsibility of a PC with XP Pro installed. One of the
challenges I am facing is that the default reset time for "account has been
locked out" has been locked out and requires the administrator (me) to unlock.

How do I reset this to a 15 minute default reset time instead?
 
You'll have to edit the group policy (GPO). start, run, "gpedit.msc".
navigate to windows settings, security settings, account policies, account
lockout and change the values...

Click Start and then click Help and Support. In the Search box, type: account lockout , click Start searching, then click on the
topic titled: "Edit Local Security Settings".

Note: you must log on as the Administrator to accomplish this.
