Granted, the System Volume Information isn't something that
normally needs to be accessed, but there are occasions. You're also
correct in that nothing there should ever be manually altered. (I'm
not 100% certain that it "cannot" be altered, though.) This certainly
shouldn't be undertaken by someone who's inexperienced, unless done as
a learning experience with full knowledge of the potentially dire
consequences of a mistake.
I've had to access the files to manually perform a system restore
when a memory problem (caused by over-heated RAM modules) caused
registry corruption that prevented the PC from booting. In effect, I
copied an older version of my registry into the "active" location.
This had to be done manually because the PC would _not_ boot into
Windows, even in Safe Mode.
I can also easily imagine situations where one might want to
manually delete a virus-infected Restore Point without erasing other,
earlier Restore Points, especially if one has just started testing a
new patch, device driver, or beta software.

I can't see why anyone needs to access that folder. It's not as
though anything can be manually altered in there.
