Accessing Internet Options

Do you use Spybot Search and Destroy? It has an option to lock internet
options from opening in IE. Look under tools..IE tweaks.

One of two things to perform:

This Option been restricted from Group Policy and you can see that by typing
in the Run Command:
gpedit.msc click [OK] and on the Group policy click under
Administrative Templates and see the settings and you can change it if you
logged as Admin or have rights as Admin.
