accessing files

i have windows XP and have used this computer for about 3 yrs. recently, i
am unable to access any of my files. ie: control panel, documents, and
others, doing so causes me to get a solid hourglass and i cannot access
anything else and am forced to shut down manually. the whole system freezes
for me. i can access control panel thru my help files but it defeats purpose
of a shortcut. i have tried to do a system restore but system shuts down
without restoring and restarts and tells me that it was unable to comply. i
recently installed verizon backup and sharing but have yet to add anything to
it. so i am not sure if that is reason. can someone help?
