Access windows - 'Restore Down' / 'Maximize'

it happens whether using a client machine or directly on the server.
 
Well, in that case, then the problem isn't with terminal
services. You might want to post this question to the
Access newsgroups, since they might have a better idea
about how to prevent this from happening.
