Access to unsafe attachment

I am unable to open sent attachments or recipiants
opening attachments i have sent.

Line comes up "OE removed access to unsafe attachments"

I use:- Windows 98, Norton Antivirus, Outlook Express 6.

Can anyone give me some help so my incoming and outgoing
attachments can be read.
