Access to the specified path or file is denied

Error "Access to the specified path or file is denied"
appears when trying to open a file from an internet site.
The referenced path is my profile directory on windows nt
4.0 of which I have full control. Microsoft article
Q222661 documents this as a known issue and suggests
upgrading to the latest service pack for IE. I upgraded
from IE5.5 sp2 to IE6 sp1 and I still receive the error.
Any suggestions would be appreciated. Thanks!
