Access to folders - NTFS

On a Windows XP Home edition PC, when I click on the
properties tab of a folder, I do not see the security tab.
I need to change the owner of a folder/files to access
them. I am logged into the PC as administrator.

Any ideas?

You have to boot into safe mode to see the Security tab in XP Home. It is
only available in "normal" mode under XP Pro and even then you need to
disable the "Simple File Sharing" feature. That feature can't be turned off
in XP Home which is why you need to go into safe mode (hold F8 during start
up, after the initial power-on tests and info but just before Windows starts
to load.)
