Access Program can only open once

Has anyone ever had the problem where a computer runs an
access application one time. After the program is closed,
it still is running under processes in task manager. The
only way the computer can run the program again is by
restarting the computer or killing the process in task
manager. Has anyone else run into this problem and is
there a solution?

this is mostly because a recordset/database/file is still
opened/not freed.
