Access gives "Error 1706" when I try to open Excel file

I'm running Access 2003.

I opened Access
Clicked File | Open
Selected an excel spreadsheet and clicked

Access goes to work and then gives me this message...

Error 1706: No valid source code could be found for product OT2004. The
windows installer can not continue.

I click cancel and then Access seems to let me import the Excel fille OK.

What is the Error message all about?

Your computer has an incomplete installation of Microsoft Office. There are
plenty of causes for this. Links to information on many of the causes, and
