Access denied???

Working from a C:\windows prompt I attempted to do cd C:\windows\system
and was told "access denied".
How come?
If it has to do with pass-words my "machine" is NOT password protected but
my identities are.

Try cd\ ENTER followed by cd\windows\system ENTER
