Access Denied

My dad got somebody to clean up our home computer, because
it would crash on regular occassions. It still crashes,
but the problem I have, is that we can not delete any
programs installed, shortcuts or icons. We can continually
add programs but can not remove anything. Can anybody help
me solve this annoying problem.

1- Do you have the latest SP's installed on you home computer?
2- When you install any application usually a program group is created. Have
you ever tried to uninstall those applications from there?
3- What OS do you have? Check for strange processes.
