Access denied to group policy modeling wizard

We have a global security group that could run the group policy modeling
wizard prior to installation of W2K3 SP1. Since installing SP1, they receive
the error "You do not have permission to perform this operation.
Details:Access is denied" after clicking next on the domain controller
selection page. Any ideas on what changed and how I can fix this?
