Denied access to security databases

This happened after i used reset permission on all child objects... on my
drive C:

I've realized that i cannot open a security database for MMC (Security
Configuration snap-in).
It says : Access to database has been denied

I tried also to open a new database and import a template but the same luck
and the same error message.

In addition i cannot change from Local Security Policy both the Account
policies and local policies. It says: Access to database has been denied.

Any ideas what to do?

PS: i am logged in as administrator

If anyone interested if you ever reset your security settings, then add to
your C: drive full access to the SYSTEM Account, that would do the trick!
