Access Denied in My Pictures

I have 20 or so folders in /All Users/shared/My Pictures
and I just discovered 4 of the folders say access denied
when trying to open them. I have tried everything I can
think of to change the access level (including using the
DOS cacls command) but I cannot open the fodlers. It's
as if the folders are in use somewhere. Any ideas?

take ownership of the directors as administrator
