Access denied filter configuration

I have XP Pro installed with default settings on a compaq
evo 510. When I try to browse to a web site I get;
Access denied to system because of URL Filter
Configuration.
FILTER_DENIED
Your system was configured to deny access to the
requested URL.

Displayed on the page. I have a Cisco 501 firewall
installed but have checked the settings and they appear
correct. Has this message come from the firewall or IE?
It does not stop me from browsing to all sites.

Any info will be of great help.
