Access denied error when trying to create additional domain with user "ADMINISTRATOR"

Hi,
I had a child domain. There was some problem with active dir some
days back. I took the domain controller in restore mode, did a ntdsutil to
recover and a disk clean. The ntds log file had some problem and the cluster
error was corrected. After booting it again, i got the domain back. But all
the group policies including the default domain policy got lost. I'm able to
create new policies and it works fine, but not able to delete old policies
since they are not there under the sysvol/policy folder.

I'm able to add computers, users etc. I created another machine
with advance server and tried to create an additional domain controller for
this domain.
I got the following error.

"The operation failed because: Failed to modify the necessary
properties for the machine account machine$
"Access is denied. "
type the user name and password of an account with sufficient privileges
to create an additional domain controller for the vidyarthi domain

But the user is administrator of the domain and the machine is
in this domain only. The password is right and the administrator is a member
of domain admins, enterprise admins group.

For this i was given a suggesion by microsoft-on-line help as belo

I got the default domain policy working. What do i do for the rest of the policies
"Still if I try to create an additional domain controller it fails.

And also how do I delete the link of the already deleted policies from the group policy snap-in
what is that i have to check when an additional domain controller is created?

Any way out? I'm not understanding what is happening and how to go about

Kellogy did u ever resolve this ?
I am also experiencing this issue.Any ideas on resolution
