Access Denied Encrypting a Folder

I am currently trying to implement EFS on our network and have hit a road
block. When I try to encrypt a folder on a domain controller from my
workstation, I get Access Denied. I have Full Control on the directory I am
trying to encrypt.

The Administrator account can encrypt folders just fine, but users cannot.

I have set a recovery agent in the Domain Policy as required.

What area's should I look at for possible resolution?

Never mind,

Documents and Settings was locked down so users could not have their private
key stored on the server.
