Access can not open from a shortcut

I am using Acc97, SR2, Jet Engine 4.0. I created a
database for use in several offices. The database works
fine in all but one of the offices. When a user clicks
on the shortcut the get one of the following errors:

-workgroup is in use exclusively by another user
-not enough memory to open database - close all open files
(this error appears even if that the database is the open
opened file)
- database is currently locked by another user

The database is located on a server, database properties
are set to shared. Users have rights to the folder on the
server where the database is located.

Any suggestions?

Are you sure that the users in this office have *full* rights to the
folder? They must have read, write, modify, and delete permission.

Is the database split into front-end and back-end, by the way, with all
users having a copy of the front-end on their own PCs? Sharing a
monolithic database is prone to corruption, though Access 97 is much
better in that regard than the later versions.

The database is split into two (front end and backend).
I've placed a shortcut to the frontend on the desktops.

Is the front-end also shared, or does each user have his own copy?

And have you checked the permissions?

Hmm. Ideally, the front-end should not be shared, but I don't think
that alone would be causing this problem. Do the front-end, the
back-end, and the workgroup file all have different names? I mean,
aside from the workgroup having an .mdw extension, rather than an .mdb
extension.
